Other: For the first 9 months, or until they are 18, license holders under age 18 cannot drive from midnight until 5 am unless accompanied by a qualified instructor, a spouse, age 19 or older, or an adult, age 21 or older. In addition only one passenger (family members excepted) is allowed to be in the car.
