Biblical foreign policy

As I was thinking about our conversation this weekend with friends,
and our concensus that the disproportionate response was the only sane
response to a terrorist attack, I could not stop thinking about Jesus’
words:
“But I say to you, Do not resist the one who is evil. But if anyone slaps you on the right cheek, turn to him the other also.” Matthew 5:39.
I
am a person who believes in taking the Word of God as the authority in
all aspects of life; and most of the blame for the mess of the modern
world is from divorcing the Scriptures from real life. So my question
is, how do we apply this Scripture to foreign policy?

Thanks to humpty for inspiring fresh thinking about this question. I
believe she is right when she says that this injunction is to
individuals, not to nations. Nations are charged with bearing the sword to punish evildoers.
