Some of you remember Ron Paul, a Republican United States Congressman, physician, author, and two-time presidential candidate, who once proposed a new rule in Congress; that all lawmakers be required to sign a statment that they have read all proposed law, understand it, and know a way to finance it. Is it any surprise that this was rejected by Congress.
